Job Description: At the present time, a vacancy exists for a Technical Support Supervisor (Manager of Technical Projects) within the Innovative Educational Services division at the Chester County Intermediate Unit (CCIU), located at 455 Boot Rd, Downingtown, PA.

The CCIU provides services to the 12 school districts in Chester County. This includes services to nearly 86,000 public and non-public school students and over 6,000 educators. Summary of Position:
The Technology Support Supervisor (Manager of Technical Projects) is a leader within the external technology services team. The team consists of a group of infrastructure architects and engineers, data specialists, and district technology support staff with varied experience. The position involves managing projects, services, and staff that design and engineer highly complex infrastructure solutions for school districts, intermediate units, nonprofits and businesses that span a wide network involving multiple services, products and vendors as well as interfacing with customers. This includes organizing and overseeing the implementation of managed services, developing and enhancing cybersecurity services, web and database technologies for internal and external customers; and, provisioning, designing, testing and implementation of major installations related to Chesconet, a broadband solution local to Chester County, PA. The Technology Support Supervisor (Manager of Technical Projects) is an experienced project manager with a background in IT managed services. This position creates project plans and oversees projects to ensure customer expectations are met, the desired results are achieved, the most efficient resources are used, and the different interests involved are satisfied. This is accomplished by collaborating with External Technology Services leaders and team members to develop a project timeline and then manage/update that timeline throughout the course of the project. Operationalize team activities by developing agendas for project team meetings and providing a record of meetings by generating the meeting minutes; following up and communicating with team members regarding project status, agreements and action items; and, developing, organizing and maintaining a record of all relevant documentation for each project in support of the team. This position is also responsible for communicating with clients on the status of projects and presenting to clients’ senior leaders.
Qualifications:
Bachelor’s Degree and minimum 8 years of experience in project management and IT managed services.
Experience managing customer relationships, internal resources, and external contractors/vendors.
Experience managing large scale projects with team members in multiple locations.
Demonstrated success in delivering projects on time with client satisfaction.
Exercises foresight and judgment in making complex decisions.
Acts independently with good judgment when needed.
Duties & Responsibilities:
Maintains organization’s effectiveness and efficiency by defining, implementing, delivering, and supporting IES technology solutions for use by districts in Chester County and beyond.
Creates and implements customer service standards.
Provides leadership and expertise for the development and enhancement of Technology managed services.
Oversees the analysis, design, development, implementation, and evaluation of division projects.
Implements security policies and protocols of IES and CCIU.
Directs technical projects in accordance with organizational goals, strategies, practices, and customer needs.
Provides expert consultation to multiple departments, schools, divisions, and districts. Ensures projects and project teams are properly set up, team roles and responsibilities are clear, deliverables and risks are identified, and detailed project schedules are in place.
Maintains and controls the project schedule. Tracks progress made on tasks.
Defines projects based on stakeholder needs and communicates the status of the project to appropriate customers.
Organizes project team meetings, issues meeting minutes, and tracks action items to completion.
Maintains and organizes all files related to a project (i.e. timelines, minutes, related documents) in a way that is clear and accessible to project team members.
Leads in the evaluation and assists in the selection of new technologies; tests potential new products and services as part of the evaluation process.
Leads others in researching, recommending and developing information security/information assurance policies, principles and practices.
Plans for current needs and proactively plans for future needs. Guides others in understanding and recommends improvements to systems engineer/administrator-built workflows.
Leads marketing efforts for managed services and serves as the liaison between external technology services and the Communications, Marketing & Engagement Division.
Accomplishes financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective action.
Approves and assists others in developing long term projections for projects and assists administration and supervisors at all levels to plan for those including budgeting, Tech Support training, end user training.
Supervises IES Technology Staff by communicating clear expectations, monitoring progress, and evaluating performance.
Provides guidance and counsel to the Division Director and other senior members of the leadership team.
Schedules and leads departmental meetings for alignment and strategy.
Maintains staff by recruiting, selecting, orienting, and training employees; maintains a safe and secure work environment; identifies professional growth opportunities.
Negotiates with vendors at a multi-unit level.
Salary Range:
Project staff, Band 16, Exempt, $84,093 – $105,117 annually, based upon experience in a similar role
