Job Description: Overview
The Pennsylvania Association of Career and Technical Administrators (PACTA) is seeking proposals from qualified individuals or organizations to serve as Interim Executive Director. This role is responsible for providing strategic leadership, operational oversight, and continuity of services during a transitional period.
PACTA is a professional association comprised of approximately 350 members, representing a dynamic and diverse group of leaders across the Commonwealth of Pennsylvania. These members guide and deliver workforce education and training programs that prepare students and adult learners for high-skill, high-demand careers.
Career and Technical Education (CTE) in Pennsylvania plays a critical role in workforce development, serving well over 100,000 learners annually through a statewide network of career and technical centers, comprehensive high schools, and postsecondary institutions. With significant state investment and a broad array of approved programs aligned to industry needs, Pennsylvania’s CTE system is a cornerstone of the Commonwealth’s economic and workforce strategy.
PACTA supports the leaders who make this system work—advocating on their behalf, providing professional development, and fostering collaboration to strengthen CTE across the state.
Scope of Services
The selected Interim Executive Director will be responsible for overseeing and managing the day-to-day operations of the association, including but not limited to:
• Providing strategic leadership and organizational direction aligned with PACTA’s mission and goals
• Managing association operations, including staffing, programs, and administrative functions
• Serving as the primary liaison to state and federal agencies, partners, and stakeholders
• Supporting and maintaining strong relationships with the Executive Committee, State Officers, and membership
• Overseeing financial management, including budgeting, revenue generation, and fiscal accountability
• Leading advocacy and government affairs efforts on behalf of members
• Coordinating and supporting professional development activities, meetings, and conferences
• Identifying and developing funding opportunities, partnerships, and sponsorships
• Ensuring effective communication, public relations, and member engagement strategies
• Evaluating and improving organizational policies, procedures, and programs
• Supervising or coordinating staff and contractors as needed
These responsibilities are aligned with the association’s Executive Director role.
Desired Qualifications
PACTA seeks candidates or firms with the following qualifications:
• Bachelor’s degree in education, business administration, or related field (or equivalent experience)
• Demonstrated experience in nonprofit or association leadership, preferably in an executive capacity
• Knowledge of career and technical education (CTE) and/or education systems is strongly preferred
• Experience in event planning and professional development coordination
Contract Term
• The interim engagement is expected to begin July 1, 2026
• Initial term: through September 30, 2026, with potential extension based on organizational needs
