Summary of Position:
The Division Director of Career, Technical & Customized Education provides leadership for the Intermediate Unit’s occupational education programs, and workforce development activities. Primary responsibilities of this position include overseeing the daily operation of the three county technical schools (Technical College High Schools), the consortium for federally funded secondary career and technical education program (Carl D. Perkins), the adult Practical Nursing Program, and the adult CTE programs.
Dimensions and Organizational Relationships of Position:
The Division Director of Career, Technical & Customized Education provides leadership for the Intermediate Unit’s occupational education programs, and workforce development activities. Primary responsibilities of this position include overseeing the daily operation of the three county technical schools (Technical College High Schools) and the consortium for federally funded secondary career and technical education program (Carl D. Perkins), the adult Practical Nursing Program, and the adult CTE programs under the direction of the Assistant Executive Director who serves as the director of record for CTE programs.
Essential Duties and Program Responsibilities:
Provides leadership, supervision, and evaluation of all division programs, services, and personnel.
Identify emerging career trends and workforce needs to ensure program offerings are relevant and innovative.
Promote career readiness and job placement services, ensuring students have pathways to employment or further education.
Delivers increased student outcomes as defined by the CCIU Strategic Plan in collaboration with the Assistant Executive Director and the Executive Director.
Creates, manages, and evaluates all division program budgets.
Ensures compliance of Chapter 4, Chapter 339, and other Department of Education regulations.
Participates in and approves the selection of division personnel.
Prepares strategic plans for the Technical College High Schools (TCHS) in compliance with Department of Education regulations.
Works cooperatively with other division directors to implement programs and services.
Supervises the Adult Practical Nursing Program and other adult programs involving division staff and facilities.
Attends local, regional, and statewide meetings for Perkins consortiums, as well as regional and statewide CTCE administrator meetings.
Serves on boards and committees of countywide workforce development partners (Chester County Workforce Investment Board, Chester County Workforce Partners, Chester County CareerLink Partners, and the Chester County Economic Development Council, the Smart Energy Initiative and Ag Industry Partnerships, and the Children’s Fund of Chester County).
Regularly attends IU sponsored meetings for superintendents, assistant superintendents, curriculum directors, secondary principals and school counselors.
Education and Experience:
A Bachelor’s degree in education or vocational education and a Master’s degree in education required.
PA K-12 Principal’s certification and a minimum of five years of secondary building experience required.
PA Superintendent’s Letter of Eligibility and experience serving as a superintendent preferred.
PA Vocational Administrative Director’s certificate or the ability to obtain the vocational administrative director’s certificate preferred.
Doctorate in Education preferred.

Knowledge of state regulations regarding vocational and general education programs (Chapters 3, 5, 4 & 6)
Knowledge and experience working with diverse student populations including students with special needs
Knowledge and experience writing and revising curriculum
Knowledge and experience initiating new programs
Knowledge of instructional materials and proper selection procedures
Knowledge and effective use of instructional technology
Knowledge of current educational research and instructional practices
Knowledge and experience with co-curricular activities
Effective oral and written communication skills
Effective planning and time management skills
Knowledge and experience with budget preparation and administration
Knowledge and experience with financial and educational program analysis
Effective interpersonal skills – ability to work independently as well as on a team
Knowledge of federal vocational education policies and issues
Knowledge of Continuing and Literacy Education programs
Certifications required/preferred:
PA K-12 Principal Certificate or;
Secondary Education or Vocational Teaching Certificate.
PA Superintendent’s Letter of Eligibility and/or Vocational Administrative Director Certificate is preferred.
Salary Range (2025-2026):
Administrators, Level C ($159,103 – $198,879)
* Salary is based on years of direct experience in a comparable role.
260 day position, 7.5 hours per day, 5 days per week
